     Delegate Manchin moves to amend the amendment on page sixteen, section eight, line twenty-six, following the word “executed”, by changing the period to a colon and inserting the following:

    “Provided, That notwithstanding the provisions contained herein, the requirements of subsection (c) of this section may only be applied prospectively on and after the effective date of the amendment and re-enactment of this section in 2011.”
